As an artist I resent some people's assumption that original art from my abilities and imagination, which I have sacrificed a lot to develop, should somehow default to public property. If we require artists to participate in a money economy their art belongs to them. Copying images and not following the copyright owners permissions to the letter is stealing, outright. And deep pockets like Disney has taught individuals that the hard way.
While most references to Clip Art disappeared with Office 2013, users were able to insert the old-school images into documents using an Office.com Clip Art option. That is now being replaced by Bing Images, with Microsoft filtering images to ensure they’re based on the Creative Commons licensing system for personal or commercial use. Most of the new images are much more modern, instead of the illustrated remnants of the past. Clip Art might be facing the same Office-related demise as the great Clippy assistant, but let the images below remind you of the good old times before the modern-era takeover.
I'm seriously angry that Clipart is gone. Why? Because many of those cheesy images were available as Vector Graphics. So, I could quickly insert a crappy clipart into my powerpoints, ungroup the elements of it and delete all but what I wanted. I used it and it worked awesome for me multiple times. I wrote clipart off for years and only started doing this in the past 2 years...I wish I had known earlier.
My school district doesn't allow students to access anything except Google; therefore, clipart is useless. More and more school districts and companies are blocking applications and websites to prevent access to inappropriate images and content. My first and second graders have always loved doing PowerPoints; however, with clipart no longer working, they cannot do these projects any longer. Older students access Google images to get graphics for their projects.

I can't seem to find clipart in many of my Office 2016 programs. For Excel and PowerPoint, clipart doesn't show up in the Insert tab but it says that it shows in the Options panel. For Word, clipart doesn't show up either and isn't even listed in the options panel. What do I need to do to enable this? Is Office 2016 not supposed to have clipart? This applies more to teachers than to anyone else, but clip art (especially black line clip art) can´t be beat when it comes to using images that are going to be photocopied. It creates a much cleaner look than a photo. While there is much talk of going digital, the reality is that most of the world still is using paper for teaching . . . and a lot of it, not because we aren´t open to the digital world, but many times not all students have access.
Bing Image Search uses a copyright filter based on the Creative Commons licensing system.  The results that are returned are images that have been tagged with Creative Commons licenses.  A link to the source of the image is provided, which you should use to review the source of the image and the applicable license to determine whether your use will comply with the license. (The settings can be switched to show all web results to view more images.)  However, you are responsible for respecting others’ rights, including copyright. Learn more here.

If you mean your own artwork, then you'd take a picture of it, upload it to your computer (make sure you know where you're saving it), then select Insert > Picture in Word, browse in the location where you saved the photo, click the picture, and insert. If you mean an image from the internet or something, you can just save it to your computer and basically follow the rest of the steps above.
